Government initiatives at the federal or provincial/territorial level can determine
the level of investment in child care and affect how funds are spent. However, the way
government initiatives unfold can vary significantly by province or territory.

Past events of interest
In 2004, the federal Liberal government committed $5 billion over five years to
develop a system of early learning and child care. Since then, each provincial/territorial
government has worked with the federal government on agreements-in-principle on how funds
will be spent.
